Norwegian Building Authority The Building Quality Directorate (DiBK) of Norway is a national competence center in the building area and central authority in several areas within the building section of the Planning and Building Act.  DiBK is subject to the Ministry of Local Government and Modernization and has offices in Oslo and Gjøvik.  Their work is aimed at the municipalities, the players in the construction process and the building materials market.
